We know how
procurement works.
Most web agencies don't. We've delivered WCAG 2.1 AA compliant platforms for Devon County Council, Cornwall Council, the Met Office, and Active Partnerships across two counties. We understand the process, the paperwork, and the patience it takes.
Public sector work is different.
The brief is more complex. The sign-off chain is longer. The accessibility requirements are non-negotiable legal obligations, not optional extras. The content management system needs to work for a communications officer who isn't a developer. And once you've launched, you're expected to still be there three years later.
We've been doing this long enough to know what public sector clients actually need: an agency that doesn't disappear after the invoice is paid. Our relationship with Devon County Council spans multiple projects across several years and different departments. That doesn't happen by accident.
We use Elementor Pro for public sector builds — not because it's our favourite tool, but because it's the right one here. The page builder is familiar, the interface is accessible to non-technical editors, and it's built around a structure that survives handovers and staff changes.
Velocity Web has 28 years of experience building WCAG 2.1 AA compliant websites for Devon County Council, Cornwall Council, and the Met Office.
Projects we can point to
Real names, real clients. All delivered through public sector procurement processes.
One of our longest-standing DCC relationships — a content-rich public engagement platform for Devon's climate emergency initiative. WCAG 2.1 AA compliant, structured for regular updates by non-technical communications staff. We manage GA4 reporting, handle broken link remediation, and provide ongoing hosting and support. The kind of project that demonstrates what a long-term public sector relationship actually looks like.
Currently in build. A Bricks Builder platform for the Smoke Free Devon Alliance — one of a growing number of DCC projects coming to us directly based on the existing relationship. Brand identity developed as part of the project: Bright Meadow palette, WCAG AA tested throughout. Demonstrates the current standard of our public sector delivery.
County-wide activity platform for Cornwall's Active Partnership — a large content site with a custom activity finder connecting users to over 200 providers across Cornwall. GA4 reporting implemented for Sports England compliance. Recently migrated to Velocity Bolt on Cloudways. Ongoing retainer with Kellie Budge and Tracy Wilson at Cornwall Council.
An illustration-rich WCAG 2.1 AA compliant platform for the Devon Schools Wellbeing Partnership — a useful benchmark for other DCC projects given its combination of accessible design, editorial-friendly structure, and public health content. Managed by Harriet Kretowicz at DCC. Ongoing hosting and support on Velocity Bolt.
Devon's Active Partnership platform — a large content site with integrated event ticketing, managed by Vicky Radcliffe. The event ticketing integration demonstrates how public sector platforms can handle more than static content. Currently on Enfold theme and earmarked for a Bricks migration to bring it onto the same infrastructure as Active Cornwall.
Also in our public sector portfolio: NPOP — the National Partnership for Ocean Prediction — built for the Met Office in partnership with Plymouth Marine Laboratory, the National Oceanography Centre, and international research bodies. Detailed on our Academic & Research page.
